Tom is right. It is Berne.

The red and black variant was still in use in the 15th.
I can not tell you much about the when and why though.

- Glarus
- Zurich (mostly hidden)
- Zug
- Fribourg
- Ob- / Nidwalden combined
  or Solothurn. The flags are interchangeable.
- Berne
- Solothurn
  or Ob- / Nidwalden combined. The flags are interchangeable.
- Lucerne
- Uri
- Schwyz

At least this is my guess. Corrections welcome.
